中国城市和小城镇改革发展中心学术委员会秘书长冯奎

中欧双方城市与企业，今天相聚中国宁波，举办第三届中欧绿色智慧城市峰会活动。这次峰会得到欧盟委员会和中国有关政府部门的指导，得到浙江省人民政府的支持，中欧城市和企业的积极响应，交流合作成果丰硕。

Representatives from Chinese and European cities and enterprises gathered together here today in Ningbo, China, to hold the 3rd Euro-China Green & Smart City Summit. The Summit has received guidance from the European Commission and relevant government departments of China, the support from the People’s Government of Zhejiang Province, and positive responses from Chinese and European cities and enterprises and has realized fruitful achievements through exchanges and cooperation.

中欧城市与企业总结了在香港、深圳、宁波举办的三届中欧绿色智慧城市峰会的经验，进一步展望了未来的合作前景，形成共识如下：

Based on the experience of three Euro-China Green & Smart City Summits held respectively in Hong Kong, Shenzhen and Ningbo and looking forward to the prospect of future cooperation, representatives from Chinese and European cities and enterprises have reached the following consensuses:

共识之一：中国欧盟领导人多次会晤发布的联合声明、中欧双方公布的城镇化伙伴关系宣言、中欧政府间其他各类政策框架，为中欧开展绿色智慧城市合作提供了重要遵循。

Consensus I: The joint declarations made by Chinese and European leaders after several official meetings, the Declaration on the EU-China Urbanization Partnership made by both parties and various policy frameworks between Chinese and European governments are important bases for EU-China Green & Smart City cooperation.

共识之二：中欧绿色智慧城市合作，立足以人为本。将针对欧盟各有关参与城市、中国各类型城市与园区、小镇，推动形成各具特色的发展与合作模式，为参与城市与企业带来效率提升和绿色低碳效应，为当地市民带来生活品质的改进。

Consensus II: Based on the People-oriented principle, EU-China Green & Smart City cooperation will promote different development and cooperation modes for respective participating cities from Europe and cities, industrial parks and towns from China, improving the efficiency, bringing green and low carbon benefits for participating cities and enterprises, and improving the quality of life for local people.

共识之三：中欧绿色和智慧城市合作，倡导开放合作包容。中国城市和小城镇改革发展中心、法国展望与创新基金会是中欧绿色智慧城市峰会及系列活动的联合发起机构，未来将吸引更多的伙伴机构共同参与，协同建设创新的平台、开放的平台、共享的平台。

Consensus III: Openness, cooperation and inclusiveness are valued in EU-China Green & Smart City cooperation.China Center for Urban Development and Prospective and Innovation Foundationare the joint initiators of the Euro-China Green & Smart City Summit and its series of activities, which are expected to attract the participation of more partner organizations to create jointly an innovative, open and sharing platform.

共识之四：中欧绿色和智慧城市合作，注重示范引领。合作各方将创造条件，探索建设中欧绿色和智慧示范城市、示范小镇、示范社区，不断推广优秀实践和成功经验，扩大合作成果。

Consensus IV: EU-China Green & Smart City cooperation focuses on demonstration and guidance. Cooperating parties will create conditions and explore in the construction of demonstrative EU-China Green and Smart cities, towns and communities, popularize excellent practices and successful experiences and expand cooperation achievements.

共识之五：中欧绿色和智慧城市合作，强调技术支撑。合作各方将以中欧绿色智慧城市峰会为平台，积极开展绿色低碳技术和智慧技术的合作交流。特别重视新型生态环保技术、新一代信息技术、人工智能和云计算技术的交流与合作。

Consensus V: Technology support is emphasized in EU-China Green & Smart City cooperation. Through the platform of Euro-China Green & Smart City Summit, cooperating parties shall take active part in green, low carbon technology and smart technology cooperation and exchanges, particularly the exchanges and cooperation in new ecological and environmental protection technology, new generation information technology, artificial intelligence and cloud computing technology.

共识之六：中欧绿色和智慧城市合作，致力模式创新。合作各方将探索通过项目规划、人才培训、专业咨询、吸引投资、设立基金平台等方式，推动项目落地。

Consensus VI: EU-China Green & Smart City cooperation is committed to model innovation. Cooperating parties shall explore the ways to promote the implementation of projects through planning, talent training, professional consultation, investment soliciting and establishment of fund platforms and so on.

共识之七：中欧绿色和智慧城市合作，追求高效行动。将推动中欧建立合作联络的协调机构、开发用于项目交流的网络平台，制定3年及更远期的行动计划，形成交流机制。

Consensus VII: EU-China Green & Smart City cooperation pursues efficient actions and will promote the establishment of coordinating organizations for cooperation and liaison between China and Europe, develop an online platform for project exchanges, make three-year and longer term action plans and form exchange mechanisms.
