青岛高新区，没有丰厚的资源禀赋，也没有厚实的产业“家底”。

Initially, there was no rich resource endowment or solid industrial foundation in Qingdao High-tech Zone.

1992年，青岛国家高新技术产业开发区经国务院批准设立，最早设在崂山区，后主园区迁至胶州湾北部。历经13年，青岛高新区北部园区由昔日的盐田荒滩华丽转身为北岸明珠，城市要素齐全、生态环境优美、高新产业集聚……

In 1992, Qingdao National High-tech Industrial Development Zone was approved by the State Council of the PRC and originally established in Laoshan District. Later, the main park moved to the north coast of Jiaozhou Bay. After 13 years, the Northern Park has been transformed from the former saline-alkali beach into a pearl on the north coast, with complete urban elements, beautiful ecological environment and high-tech industries…

创新，是青岛高新区最浓的发展底色。自2019年10月功能区体制机制改革以来，主园区全面落实国务院《关于促进国家高新技术产业开发区高质量发展的若干意见》，牢牢把握“高”和“新”发展定位，以“发展高科技、实现产业化”为己任，抢占未来科技和产业发展制高点，努力打造创新驱动发展示范区和高质量发展先行区。

Innovation is the strongest characteristic of Qingdao High-tech Zone. Since the System and Mechanism Reform of the Functional Zone in October 2019, the main park has fully implemented the State Council’s Several Opinions on Promoting the High-quality Development of National High-tech Industrial Development Zone, firmly grasping the development orientation of “high-tech” and “innovation”, taking “the development of high-tech and the realization of industrialization” as its responsibility, and seizing the dominating height of technological and industrial development, in order to build an Innovation-driven Development Demonstration Zone and High-quality Development Pilot Zone.

加快科技创新平台建设

Accelerate the Construction of Sci-tech Innovation Platforms

锚定打造“具有世界影响力的高科技园区”，围绕产业发展需求，青岛高新区积极推进各级各类创新平台建设，着力打造和引进了一批专业水平高、服务能力强的孵化载体。青岛高新区国家双创示范基地建设连续两年获国务院督查激励。获批全国首批、省内首个企业创新积分制试点园区。国内首家康复产业专业孵化器正式开园，全省首家火炬创业创投学院揭牌成立，青岛高新区“一区多园”科技成果及产业发展场景展示中心正式启用。

Focusing on building “high-tech park with world influence”, based on industrial demands, Qingdao High-tech Zone is actively promoting the construction of various types of innovation platforms at all levels, and building and introducing a number of incubation carriers with high professional levels and strong service capabilities. Qingdao High-tech Zone has been inspected and inspired by the State Council for the construction of National Demonstration Base for Entrepreneurship and Innovation for two consecutive years, and approved as the first batch of National Pilot Parks for Enterprise Innovation Points System. The first domestic Professional Incubator for Rehabilitation Industry was officially opened. The first Torch Entrepreneurship and Venture Capital Institute was unveiled. The Sci-tech and Industrial Achievements Exhibition Center of Qingdao High-tech Zone was officially opened.

以科技赋能为引领，打好“创新仗”，助力企业“蜕变”，青岛高新区一直不遗余力加快创新平台建设。获批北方唯一的国家级石墨烯公共技术服务平台，全省首家由企业承建的生物安全三级实验室，全市首家省级临床医学研究中心，年内规上工业企业研发中心覆盖率达到85%。拥有中科院院所6家（光电院、声学所、集成电路研究院、工业软件研究所、智能研究院、长春光学所青岛基地），市级以上科研机构100余家，国家级孵化载体17家，投入运营载体230万平方米，在孵项目突破2500个。

Led by technology empowerment, fighting the “innovation battle” and helping enterprises to “transform”, Qingdao High-tech Zone has been sparing no efforts to accelerate the construction of innovation platforms. Qingdao High-tech Zone has been approved as the only National Graphene Public Technology Service Platform in North China, the first Biosafety Level-3 Laboratory constructed by enterprises in Shandong Province, the first Provincial Clinical Medical Research Center in Qingdao City, and the coverage rate of R&D center of  designed-size industrial enterprises reached 85% during the year. It has six Chinese Academy of Sciences institutes (Institute of Opto-electronics, Institute of Acoustics, Institute of Integrated Circuit Research, Institute of Industrial Software, Institute of Intelligent Research, Changchun Institute of Optics Qingdao Base), more than 100 research institutions at the municipal level, 17 national incubation carriers, 2.3 million square meters of carriers in operation, and more than 2,500 projects in incubation.

提升企业自主创新能力

Enhance the Independent Innovation Ability of Enterprises

近年来，青岛高新区紧紧围绕“高”“新”两个核心要义，坚持以科技创新为引领，加快推动新技术、新产业、新业态、新模式培育壮大，让企业在科技创新中“挑大梁”。并围绕产业链布局创新链，为科技型中小企业提供配套服务，为产业发展赋能。科捷智能、智腾科技作为全市仅有的2家企业入选科技部“全国硬科技企业之星TOP100”。84家企业上榜科技部火炬中心“创新积分500”企业名单，占比16.8%，在试点高新区中排名第2。

In recent years, Qingdao High-tech Zone has been focusing on the two core elements of “high-tech”and “innovation”, insisting on sci-technology innovation as the lead, accelerating the cultivation and growth of new technologies, new industries, new business models and new modes, and allowing enterprises to “play the leading role” in sci-tech innovation. It layouts innovation chain around the industrial chain and provides supporting services for small and medium-sized technology-based enterprises to empower industrial development. As the only 2 enterprises in Qingdao City, KENGIC Intelligent and Qingdao ZITN Technology were selected as the “National Hard Technology Enterprise Star Top 100” by the Ministry of Science and Technology. 84 enterprises were listed on the “Innovation Score 500” List of the Torch Center of the Ministry of Science and Technology, accounting for 16.8% of the List, ranking 2nd among the pilot high-tech zones.

青岛高新区不断加大专精特新、瞪羚、独角兽等企业培育力度，加强包括政策、财税、金融、创新、服务等要素的支持保障，对认定的“专精特新”企业及时给予奖补，引导要素向“四新经济”企业聚集。今年4月份，青岛高新区发布四大产业政策，拿出近2亿元“真金白银”支持企业发展。其中，《关于振兴实体经济鼓励先进制造业高质量发展的若干政策》中明确，对新认定为工信部专精特新“小巨人”企业、省“专精特新”企业、青岛市隐形冠军的企业分别给予50万、30万、30万元奖励。对新认定的营业收入1000万元（含）以上的青岛市“专精特新”中小企业给予10万元一次性奖励……这些举措极大提振了企业发展信心。

Qingdao High-tech Zone has been increasing the cultivation of specialized and sophisticated enterprises that produce new and unique products, gazelle enterprises and unicorn enterprises, strengthening the support and guarantee of policies, taxation, finance, innovation and services, and giving timely rewards to enterprises identified as specialized and sophisticated enterprises that produce new and unique products, to guide the factors to  “Four-new Economies”. In April, Qingdao High-tech Zone released four major industrial policies, and took out nearly 200 million RMB to support the development of enterprises. Among them, Several Policies on Revitalizing the Real Economy and Encouraging the High-Quality Development of Advanced Manufacturing Industry specifies that the enterprises newly identified as “Little Giants” by Ministry of Industry and Information Technology, provincial specialized and sophisticated enterprises that produce new and unique products and Qingdao “Hidden Champions” will be awarded 500,000, 300,000 and 300,000 RMB respectively. Newly-identified specialized and sophisticated enterprises (with business revenue of more than 10 million RMB) that produce new and unique products in small and medium size of Qingdao City will be awarded a one-time incentive of 100,000 RMB......These initiatives have greatly boosted the confidence of enterprise.

深化“人才特区”建设

Deepen the Construction of“Special Talent Zone”

区域高质量发展离不开科技创新，科技创新的“智力引擎”离不开人才支撑。自建区以来，青岛高新区始终将人才工作摆在突出位置，下大力气引进、培养、用好人才。为深化“人才特区”建设，青岛高新区出台推动“人才特区”建设的若干政策，通过“揭榜挂帅”、“人才+项目”双轮驱动等方式，累计引进院士35人、高端人才项目95个、海内外高层次专家150余人，人才总量突破5.3万人。此外，青岛高新区还拥有“国家创新人才培养示范基地”“国家级留学人员创业园”“欧美同学会留学报国基地”等国字号平台。

Regional high-quality development is dependent on technology innovation, which is further dependent on the talent. Since the establishment of Qingdao High-tech Zone, the talent work has been put on a prominent position, and much effort has been spent on introducing, cultivating and utilizing talents. In order to deepen the construction of “special talent zone”, Qingdao High-tech Zone has issued several policies, and through “Open Competition Mechanism”, “Talent+Project” etc., 35 academicians, 95 high-end talent projects and more than 150 high-level experts at home and abroad have been introduced,  which makes the total number of talents exceed 53,000. In addition, Qingdao High-tech Zone also has national platforms such as “National Innovative Talent Cultivation Demonstration Base”, “National Overseas Students Pioneer Park” and “Overseas Student Base of Western Returned Scholars Association”.

同时，青岛高新区盘活人才住房，打出了降低租金、先租后买、放宽申购条件、放权配售、人才房转商品房等一套“组合拳”，确保人才来了有房住、留下有住房。为保障人才来了“生活无忧”，青岛高新区一方面开展城市更新和城市建设三年攻坚行动，重点实施基础设施建设、断头路打通等90个项目建设；另一方面，聚焦教育无忧、安居无忧、生活无忧，不断提升人才服务的软环境，在现有优质教育资源基础上，进一步升级学校、医院、商服等配套水平。户籍人口连续三年增长超过50%，2021年增长达到67%，现有户籍人口3.45万人。

In addition, Qingdao High-tech Zone has revitalized the housing for talents, and made a package of policies such as lowering the rent, renting first and buying later, relaxing the purchase conditions, decentralizing the allocation and converting the talent housing to commercial housing, to deal with talents housing issues. In order to guarantee the talent to “live without worries”. Qingdao High-tech Zone, on the one hand, carries out Three-year Action of Urban Renewal and Construction Project, focusing on the implementation of 90 projects such as infrastructure construction and the opening of dead-end roads. On the other hand, High-tech Zone focuses on education, housing and living needs, constantly improving the soft environment of talent services, further upgrading the level of facilities such as schools, hospitals and commercial services on the basis of existing high-quality educational resources. The household population has grown by more than 50% for three consecutive years, and the growth rate reached 67% in 2021, with an current household population of 34,500.

强化科技金融支撑

Strengthen the Technological Financial Support

引金融“活水”浇灌实体经济，用资本力量激活科技创新。为此，青岛高新区实施科技金融三年行动计划，还为区内科技企业量身打造了“高新贷”，已为28家科技型企业发放贷款1.07亿元。设立3亿元的天使母基金和10亿元的产业母基金，为产业发展和科技创新赋能。

To introduce financial “living water” to inspire the real economy, and use the power of capital to activate sci-tech innovation, Qingdao High-tech Zone has implemented Three-year Action Plan for Technological Finance, and devise “High-tech Loan” tailored for technological enterprises in the zone, which has issued loans of 107 million RMB for 28 technological enterprises. An angel mother fund of 300 million RMB and an industrial mother fund of 1 billion RMB have been set up to empower industrial development and technological innovation.

同时，青岛高新区加速企业上市步伐，拥有软控股份、高测股份、科捷智能3家上市企业，盘古智能已过会，14家企业申报2022年省级“科创板”培育库企业,数量占全市1/4，18家企业入选市级高企上市培育库、占全市23%，居全市首位。

In addition, Qingdao High-tech Zone has accelerated the pace of enterprise listing, with 3 enterprises listed, including MESNAC GAOCE and KENGIC Intelligent, and Paguid Intelligent has passed the IPO meeting. 14 enterprises have declared Provincial “Science and Technology Innovation Board” Cultivation Pool in 2022, accounting for 1/4 of Qingdao City, and 18 enterprises have been selected to Municipal High-tech Enterprise Listing Cultivation Pool, accounting for 23% and ranking first in Qingdao City.

为激发市场主体活力，青岛高新区还开展了金融服务“春雨行动”，摸排梳理40余家企业融资需求，建立一对一对融资服务机制，促进企业实现融资近1亿元。与此同时，在已有30亿元引导基金的基础上，新设立3亿元天使母基金和10亿元产业发展母基金，构建了集天使基金、创投基金、产业基金、母基金为一体的多层次基金链条，帮助企业做大做强。

In order to stimulate the vitality of market players, Qingdao High-tech Zone also carried out the financial service called “Spring Rain Action”, sorting out the financing needs of more than 40 enterprises, establishing One-to-one Financing Service Mechanism, and promoting enterprises financing of nearly 100 RMB. In addition, based on the guidance fund of 3 billion RMB, the newly-established angel mother fund of 300 million RMB  and industrial development mother fund of 1 billion RMB has built a multi-level fund chain integrating angel fund, venture capital fund, industrial fund and mother fund to help enterprises grow stronger.

三十而“励”，高新“擎”岛。2022年，青岛高新区迎来30岁生日。昨天靠创新起家，今天靠创新当家，明天还要靠创新发家，作为全市创新创业高地，青岛高新区始终将创新摆在核心地位，在加快产业创新、关键技术攻关、高能级平台建设、创新生态培育上不断实现新突破，努力成为全市科技创新的“火炬”和“引擎”。

Yesterday Qingdao High-tech Zone started with innovation, today it depends on innovation, and tomorrow it will be prosperous by innovation.
