Logistics for the 10th of Ramadan Railway Project in Egypt: Safe and efficient delivery across mountains and seas

历经10个月的艰苦鏖战，截至2022年4月21日，埃及斋月十日城铁路项目8批次共计22列城轨列车全部抵达开罗项目车辆段现场并顺利落轨，这项任务由中铁二院建设与发展有限责任公司和中航国际人员联合组建的埃铁项目物流标段（以下简称“物流标段”）执行。

By April 21, 2022, all the 22 urban railway trains for the 10th of Ramadan Railway Project in Egypt were transported to the construction site of the rolling stock section in eight batches and put on tracks in Cairo. The whole task took 10 months of hard work in total and was undertaken by the logistics bid section team of the 10th of Ramadan Railway Project in Egypt co-organized by China Railway Eryuan Engineering Group Co., Ltd. (CREEC) (Chengdu) Construction and Development Co., Ltd. and AVIC International Holding Corporation (AVIC INTL).

机车车辆的制造、运输、抵港时间一直备受业主和联合体项目部关注。鉴于项目物资类型繁杂、方量大、运输方式多样，物流标段团队自2020年下半年接到任务后，就不断增强人员配置，梳理进出口报清关操作规范和流程，熟悉项目机电设备的物理特性，保证单单相符、单证相符、单货相符。

The production, transportation, and arrival time of the trains got a lot of attention from the project owner and the Project Department of the consortium. The materials for the project were characterized by various types, large volumes, and diverse modes of transportation. Since the task was assigned to the logistics bid section team in the second half of 2020, it had increased staffing levels, sorted out specifications and procedures for import and export customs declaration and clearance operations, and learned about the physical properties of the project’s electromechanical equipment. By doing so, it managed to ensure that documents complied with each other, bills complied with documents, and documents complied with cargoes.

短短一年半时间，物流标段团队完成海运物资226票、71批次，散杂货方量40000余立方；空运80余批次。

Within only one year and a half, 226 bills of materials in 71 shipments and more than 40,000 cubic meters of bulk cargoes were transported by sea, and more than 80 shipments of materials were transported by air.

面对埃铁项目紧张的工期和前所未有的密集发运批次，物流标段团队上下一心、从容不迫。项目首批次物资发运前，物流标段团队反复确认厂家发货清单，兵分四路进行验厂工作，根据实物和清单配箱、订舱。

Despite the tight construction schedule of the project and the unprecedentedly intensive delivery batches, the team worked closely and steadily. Before the first batch of materials was transported, it confirmed the shipping lists with the manufacturers again and again. In the meanwhile, it sent four groups of personnel to inspect factories and choose suitable containers and cargo spaces according to the materials and the lists.

国内发运阶段，各环节分工明确，物流标段团队严控厂家物资海运包装、集港时间、基础参数抓取、报关单证制作和审核。面对跨专业的物资类型，一方面要求中铁二院专业工程师进行“科普”，特别是弱电工程师授课过程中，抓取申报要素所需的重要信息；另一方面多方索取类似物资出口资料。

During the domestic transportation stage, the team ensured that manufacturers carried out active and rigorous work related to packaging, time of cargo concentration in port, getting basic parameters, and producing and reviewing customs declaration documents for materials to be transported by sea. For the types of materials that involved disciplines its people didn’t know, it consulted specialist engineers of CREEC and obtained the important information needed for declaration elements when the engineers, especially those on weak current, gave lectures; it also looked for export information on similar materials from multiple sources.

首批次物资运抵现场仓库

针对项目首批次弱电设备的物理特性、工作原理专业性较强等问题，物流标段团队在咨询中铁二院内部相关专业工程师的同时，仔细研读国家海关总署政策法规，找准切入点。2020年12月24日，首批次物资终于顺利在上海洋山关区通关。

For the problems that involved expertise about the weak current equipment in the first batch of materials, for example, complicated physical properties and working principles, it consulted related specialist engineers of CREEC and also studied the policies and regulations issued by the General Administration of Customs of the People’s Republic of China. On December 24, 2020, the first batch of materials was successfully cleared at the Yangshan Port in Shanghai.

国内发运告一段落后，埃及的清关工作接踵而来。自物资抵达现场，物流标段团队多方了解埃及物流行业行规和类似物资进出口案例，并结合项目本身架构、模式特点，迅速确定清关过程中所需缴纳的关税增值税、业主工作效率、内陆运输时间、现场卸货能力、仓储条件和安保等信息。

The domestic transportation stage was followed by the customs clearance work in Egypt. When the materials arrived at Egypt, the logistics bid section team started to collect information about the regulations of Egypt’s logistics industry and the export and import cases for similar materials from multiple sources. In the meanwhile, based on the project’s structure and model characteristics, it also managed to obtain information in a short time about tariff and VAT needed to pay for customs clearance, work efficiency of the project owner, overland transportation time, on-site unloading abilities, warehousing conditions, and security.

针对5个集装箱价值高达两亿元人民币的弱电专业物资，物流标段团队安排专人专车押运，保证物资安全运抵仓库，并积极配合相关专业物资的业主验收工作。

As the five containers of special materials for week current were valued at 200 million yuan, it had them transported under the escort of the designated persons to ensure their safe arrival in the warehouse and cooperated closely with the project owner to complete the acceptance of these materials.

由于机电类各类型物资现场安装要求、条件各不相同，物流标段团队前后联动，调动国内厂家资源，现场实地勘察，和厂家、安装方积极沟通，集体协调讨论。

As different types of electromechanical materials had different on-site installation requirements and conditions, it mobilized domestic manufacturer resources to conduct on-site investigation and maintained active communication and coordination with manufacturers and installers.

疫情期间，物流标段团队严格执行防疫管理制度，在保证自我安全的基础上，兼顾节约成本、降低风险、提升效率等多方因素。2021年春节，团队全体成员实行“就地过年”，坚守自己的岗位，也因此获得了埃铁项目2021年“优秀团队”称号。

When the prevention and control measures were implemented to fight against the COVID-19 pandemic in Egypt, it strictly followed local epidemic prevention regulations and worked to save costs, reduce risks, and improve efficiency while ensuring personal safety. During the Spring Festival of 2021, all members on the team stayed put in Egypt. They chose to stick to their posts, thus winning the title of Excellent Team 2021 for the 10th of Ramadan Railway Project in Egypt.
