Notification of Strengthening COVID-19 Control and Prevention Measures in Baiyun District

 (No. 73)

为有效管控疫情传播扩散风险，切实保障广大人民群众健康安全，现就进一步加强疫情防控工作通告如下。

In order to contain the spread of COVID-19 and protect people’s health and safety, Baiyun District made the decision to strengthen COVID-19 control and prevention measures as follows:

一、开展核酸检测和结果查验

1.Conducting PCR testing and result checking

按照“应检必检，不落一人”的要求，白云区将开展多轮次全员核酸检测。各街镇、村居组织辖区居民有序参加检测，严格做好个人防护，保持距离，检测完毕立即离开不逗留。

In accordance with the requirement that this testing is universal and should cover every household and every individual, multiple rounds of mandatory PCR testing will be conducted across the district. Residents shall follow the instructions of their subdistricts or communities to orderly take the tests, practice proper personal protection, keep social distancing and leave immediately after the test.

各街镇要加强“场所码”“健康码”等扫码核验工作，各村居、小区以及商场、超市等公共场所加强核酸检测证明查验，进入须持有24小时内核酸阴性证明或采样记录。

The subdistricts and towns shall strengthen the verification of “venue codes” and “health codes”. The villages, communities, and public places like shopping malls and supermarkets shall strengthen the check of PCR test results, and people must present a 24-hour negative PCR result or sampling record before entering these places.

二、保障企业生产和市民生活供应

2.Ensuring the production of enterprises and the supply of essentials for residents

白云区松洲街、石井街、白云湖街、石门街、同德街、黄石街、新市街、棠景街、均禾街、嘉禾街、鹤龙街11条街道，员工生活、工作、交通都在园区内封闭式管理的企业，做好各项防疫措施，可正常生产。

 Enterprises in the 11 subdistricts (including Songzhou, Shijing, Baiyunhu, Shimen, Tongde, Huangshi, Xinshi, Tangjing, Junhe, Jiahe and Helong), whose employees’ living, working and transportation are under closed management in the office parks, shall take proper COVID-19 prevention measures. After these measures are conducted, the production in these enterprises can be run normally.

保障市民生活和城市基本运行的水、电、燃油、燃气、通讯、环卫、粮油肉菜供应等公共服务类企业以及保障市民基本需要的生活超市（含农贸市场）、药店、医疗机构、餐饮类企业（只提供快递外卖服务）正常运营，市场监管、商务等有关部门和保供企业确保生活必需品供应充足、价格稳定。各镇街、村居建立专门的服务保障队伍，设立暖心服务热线，及时响应市民诉求。

Utility enterprises that ensure the essential supply of water, electricity, fuel, gas, communication, sanitation, as well as grain, oil and foodstuffs for residents’ lives and basic urban operation should be run normally, so do markets (including farmers’ markets), pharmacies, medical institutions and catering service providers (with only food delivery services available) that ensure the supply of essentials for residents. Market supervision, commerce and other related departments as well as companies that sustain the supply of necessities should ensure a sufficient supply of essentials and the stability of prices. Subdistricts and communities should respond to residents’ needs in time with service teams and hotlines that are established specifically for this purpose.

三、倡导居家办公，减少非必要人员流动

3.Recommending home office and reducing unnecessary travel

上述11条街道内，社区小区、城中村、产业园区实行封闭式管理。暂停除保障市民基本需要的生活超市（含农贸市场）、药店、医疗机构、餐饮类企业等之外的其他营业场所、门店营业。除保障市民生活和城市基本运行的水、电、燃油、燃气、通讯、环卫、粮油肉菜供应等公共服务类企业之外，其他所有企业一律倡导居家办公，暂停生产经营活动。各级机关、事业单位除承担防疫任务的工作人员外，均居家办公或就地转为社区志愿者，向居住地所在社区报到，全面参与社区防疫工作和社区服务。除保障城市运行及物资货运的交通外，11条街道辖内中高风险区公交站点、地铁口暂停运行。

Within the above 11 subdistricts, entries and exits to all communities, urban villages, and industrial parks shall be monitored and controlled. Business premises and stores other than supermarkets (including farmers’ markets), pharmacies, medical institutions, and catering service providers that guarantee the basic needs of the public shall be suspended. Except for public service enterprises such as water, electricity, fuel, gas, communication, sanitation, grain, oil, meat and vegetable supplies to ensure residents’ lives and the basic operation of the city, all other enterprises are recommended to implement home office, and suspend production and business activities. Government departments and institutions at all levels, except those who undertake epidemic prevention tasks, shall work at home or become community volunteers in their localities, report to the communities where they live, and fully participate in community epidemic prevention work and community services. In addition to ensuring the city’s operation and material shipments, bus stops and subway entrances in medium- and high-risk areas within the above 11 subdistricts shall be suspended.

上述措施自发布之日起实行，后续将根据疫情防控形势动态调整。高、中风险区和临时管控区继续参照有关防疫政策执行。对不履行主体责任、拒不执行防疫要求造成疫情传播的企事业单位和个人，将依法追究责任。

The above measures will take effect from the issue date of this notification and be adjusted in due course according to changes in the COVID-19 situation. High- and medium-risk areas and temporary lockdown zones shall continue to follow the COVID-19 control and prevention policies. Entities and individuals who fail to implement COVID-19 control and prevention measures and thus result in the spread of the epidemic will be held legally responsible.
